About Richard
Richard Stacey is a Director of Websters Surveyors, a Chartered Surveyor and an RICS Registered Valuer who has specialised in residential property for over 25 years.
Widely regarded as one of the leading authorities in the country on leasehold reform, Richard handles complex lease extensions and collective enfranchisement alongside a broad range of valuation work — including matrimonial, taxation and shared ownership matters. He regularly negotiates settlements and prepares expert reports for Tribunal and Court purposes.
Before helping to build Websters, Richard held senior roles across the profession, including with the Thamesview group, Brendons and Buntings Surveyors, and as a former Director of The Chambers Property Group. That depth of experience means there are few leasehold or valuation problems he hasn't encountered and resolved.
Outside work, Richard keeps fit and healthy and values quality time with his family.
Odessa Court, London E7 — collective enfranchisement
Acting for the leaseholders in the collective enfranchisement of Flats 3–6 Odessa Court, Richard's expert evidence concerned the development, or "hope", value of the airspace above the building. The freeholder's expert valued it at £225,000; Richard assessed it at £10,000. The First-tier Tribunal adopted Richard's valuation approach and determined the figure at £40,000 — and rejected the freeholder's wider "single economic entity" argument.
The decision was subsequently considered by the Upper Tribunal and, on further appeal, by the High Court, where the appeal was dismissed — leaving the determination to stand.
