Pimlico and Victoria’s housing stock

Pimlico is Thomas Cubitt’s disciplined grid of white-stucco terraces — a conservation area with over 350 listed buildings. The grandest houses front the garden squares — Warwick Square, Eccleston Square and St George’s Square, the only London square opening directly onto the Thames — with smaller three-storey terraces on the side streets, many divided into flats. Alongside them stand the huge 1930s Dolphin Square mansion complex, the post-war Churchill Gardens and Lillington Gardens estates (with many former council flats now owner-occupied), and riverside new-build along Millbank. It is a genuine mix, and more accessible than Belgravia next door.

Valuations, leasehold and the garden squares

Much of our Pimlico and Victoria work is valuation — for probate and inheritance tax, matrimonial, capital gains, Help to Buy and shared ownership. The market is overwhelmingly flats, so lease extension and collective enfranchisement matter too: lease, ground rent, service charges and, on the square addresses, the rights and charges attaching to the communal gardens, which command a real premium. On the stucco houses and conversions a Level 2 or Level 3 survey suits. The larger garden-square houses can sit above the £2m High Value Council Tax Surcharge threshold, while much of the flat stock sits below it, and on Dolphin Square and the new-build the service charges and the cladding and EWS1 position bear on value.

The riverside, Cubitt stucco and conservation

The Thames runs along the south of the district, so on the riverside streets — Grosvenor Road, Millbank and St George’s Square — the flood position is worth confirming through the searches. The Cubitt stucco is listed and within the Pimlico conservation area, so alterations carry conservation-area and listed-building consents, and the stucco itself needs regular maintenance we look at closely. On the former-council flats we set out the lease and any major-works position, and the ground is London Clay.
